(a) of rendering the degree holders eligible for registration in Malaya without further action. (On this see Mr. Hastings' minute of 1st August and para. 4 of my minute of 24th August), and

for

(b) obviating the necessity for any subsequent pro forma conferrment of the degrees in Hong Kong.

The Committee would probably only need to meet once, or possibly twice and its business would be purely formal, so that I do not think we need feel any hesitation in asking hard-pressed officers, of the Military Administration to undertake this duty.

If the proposal that the Committee should now be constituted in Hong Kong is approved, I suggest that suitable members would be:-

Dr. Gordon King. Professor Rede. Lieut.Col. Rowell Mr. Hazlerigg.

I can think of no one for Chairman except the last named.

Details of the students eligible for these degrees are given in Dr. Gordon King's letter at (37). Presumably he has copies of these Certificates; if not, we can send out to him by airmail.

The two persons, apart from members of the Colonial Office, who have already accepted informal invitations to sit on the proposed Committee in this country, are Sir William Hornell and Mr. Morse. It would be necessary to send a letter to each of them explaining that in view of the changed circumstances which have arisen since last July when they were approached about this matter (23 and 24), the Secretary of State has decided to drop the proposal to establish the Committee here and constitute it instead in Hong Kong.
